Shivon Thadhani, 25 Mar 2020This is a horrible feature, it should not be permanent. ... moreThat's temporary. 640p will stop in a month, give or take.
They did that to limit the bandwidth usage to counter the heavy load of users in home under quarantine.

I seriously don't mind 720p videos. Saying that, it's a feature that should have been implemented years ago.

myTube! for Windows UWP already have that feature for so long. No surprise on why I watch YouTube on my Windows Phone device isntead of my Android device.

They could simply limit any video, where the thumbnail has a person with their mouth open, or a shocked or puzzled face. Set that to whatever is below 480p, and then leave all worthwhile videos to 1080p. Education, like Science Girl, Veritasium, or RI Christmas Lectures, full 4k. Oh, and 1 and, instead of 2.

Looks like google took a hint from the xda community, which was doing these things since 2012 if not earlier. Still, better late than never i guess.

This is a horrible feature, it should not be permanent.

We have to change video quality every time, i watch lot of you tube on my smart phone & tablet.
