First of all the international electrotechnical commission (IEC) is one of the organisations that publish standards for testing and inspections among other things. The testing is carried out by test labs all over the world that have the capability of carrying out such test. Is some cases manufacturers choose to carry out tests in-house. Specifically for the ingress protection it has been around for ages, the related standard since 1976. The testing part is not expensive, the design phase is the expensive one.

Your clear explanation of ingress protection (IP) should aid the lay person in understanding the process of IP certification. I wholeheartedly appreciate your efforts to give wholesome and accurate information to the masses.
The only problem is people generally dislike reading good honest lengthy explanations (such as yours), tending to prefer short snappy succinct factually-incorrect comments. Infodemic is rife and the vast majority enjoy it, believe it, and propagate these falsehoods without realising the harm it often causes. During the global lockdown, it has become clear that triviality and falsehoods travel far and wide, to the extent everyone appears to have heard of them. Genuinely factually-sound info is stigmatised by being mundane and too lengthy.
Concerning your example with the EU and US models of the OnePlus 3 that differ in their model number, the same could be true of the OnePlus 8 (non Pro). Therefore perhaps only the US OnePlus 8 are IP68 certified, whilst the EU ones are not. To make a blanket statement concerning all OnePlus 8 to be unofficially IP68 compliant would be jumping the gun somewhat, until it becomes known whether the OnePlus 8 is differentiated by model numbers for different geographic regions.
Should there be only a single model number for all OnePlus 8 manufactured (regardless of their destined geographic region), only then can it be safely assumed that all OnePlus 8 are unofficially IP68 compliant.

All OnePlus 8 Pro are IP68 compliant.
Verizon-sold SIM-locked OnePlus 8 are alleged to be IP68 compliant.
All other OnePlus 8 have no official ingress protection rating. Feel free to conduct your own bucket-of-water test.
My guess is OnePlus 8 are all IP68 compliant, but have not undergone official certification so to keep the price of the device as low as possible (however the OnePlus 8 is somewhat more expensive than it 7T predecessor).

The Verizon model does not cost any more than the unlocked one. The Verizon model has the 12GB/256GB configuration. It is not the base model.

Or...you could get yourself a brand new OP 8 Pro,"ordinary"one,clean the display with the wet wipe,then with dry wipe,spray some waterproof nano-coat on it,leave it to dry for few minutes and you're fine,now you've got an IP rating...for couple of years...:)

OnePlus 3 A3000 is the North American model. Meanwhile, OnePlus 3 A3003 is the European model.
Both models need to be tested individually. If one model gets tested, then only that model will get the IP certification. These tests cost money. So OnePlus is saving money by only sending the US models for testing.
The phones are manufactured the same way, so you can rest assured knowing that all OnePlus 8 models worldwide will be IP68 water-resistant unofficially.

It seems some people don't understand the IP rating process. Let me explain it to you.
Almost all new flagship phones come with water-resisting components (rubbers & adhesive around all openings of the phone, which protect them from water damage. How water-resistant a phone is dependent on how well it is sealed.
All recent OnePlus flagships have been coming with good water-resistant sealing (OP 7 Pro / 7T Pro, etc), but not getting tested by IEC (the organization that tests these phones and gives them these certifications). The reason they haven't been tested is to save money, as these IP certifications cost money.
Starting with OnePlus 8 Series, all OnePlus phones will get IP68 certification in the USA.
Meanwhile, internationally, only the 8 Pro series will get the certification (again, this is done only to save money). The phones will remain the same worldwide. So no matter where you buy the OnePlus 8, your phone will be as water-resistant as a IP68 device, even though it officially won't have an IP rating (unless you're in the US).

And anyway - OnePlus has said that the Verizon OP 8 and the unlocked are both identical in hardware. Shows how superfluous the IP rating is considering water damage is not covered under warranty

So IP testing is actually quite simple compared to other tests. It's also quite cheaper, so the cost is not a factor when we're talking about such manufacturers. The fact also that it's not a mandatory regulatory requirement gives a manufacturer to pick which devices will have this feature. So provided that the design of the phone can implement a high ingress protection rating, then it only comes down to marketing.
