Is there any technical reason for OEMs to produce built in cells these days? Or OEMs just want to push customers to buy a new phone instead of replacing the battery in their older phones in a repair shop?

Even though they are all licensed designs from ARM, each manufacturer again refines them. this makes some faster than others. and yes, at the same clock speed, exynos and apple chipsets give better performance. followed by qcom, and then nvidia and ti.
if you look at the exynos design you will be surprised that you are actually handling a full fledged computer chipset as a single chip

The chipset industry is a commodity driven marketplace. It is not uncommon for an OEM to produce a "rival's" technology. Whether the decision is based upon inhouse usage of the said SoC or from a business decision based upon more basic profit/risk reasons, Samsung producing Qualcomm SoCs isn't that "surprising" to us (in reality).

What's interesting is Samsung producing a 28nm SoC while their Exynos prodcuts remain in 32nm format. Perhaps in doing so to create the mfg pipeline for the smaller footprint. Was more of a curious observation than anything else.

As for the LTE issue it seems much more of a marketing faux pas (since endusers tend to equate more cores as necessarily better) from the OEMs in not planning ahead to bring aboard the technical engineering advancements necessary to incorporate LTE into their SoCs.

In either case the consumer (for a time) will be confronted with the choice of A15 based duocore or A9 based quadcore; although with faster GPUs likely within the ARM Cortex A15 SoCs (and possibly higher CPU frequencies) the choice could become 'moot'. And depending upon the specific design feature-sets incorporated into each of the OEMs chipsets.

Perhaps once the performance test-sets become more encompassing and "standardized" and with further empirical/historical data the enduser can better decide which platform suits their needs.

The consensus from our group (test engineers) being in favor of A15 based devices going forward while keeping a tech-eye on any hi-freq A9 quads (if not confined by LTE radios).

Personally our biggest issue is with OEMs producing devices with permanent cells (batteries). Road warriors and Power Users push limits and designing with non-removable batteries, IOHO, is just plain dumb.

We tend not to focus upon the lack of editorial review these days with articles, blogs and more lacking proper construct and such. We will, when it strikes our fancy, offer up our take upon a journalist's (or other) viewpoint with said opinions being of a personal nature and not reflecting upon the company stance, if any.
