I think think try to find a way to reduce cost so they could compete with Xiaomi and Realme to certain degree. (one chipset for all is one cost reduction used)
It causes Vivo smartphone to looks too expensive as it now have less value/performance than Samsung

and personally no, it doesn't have that much difference or better in quality control compared to Samsung.
I think due to samsung new price take with M-series and lower A-series, Vivo is a bit of a mess right now.
Last year, vivo are selling SD460/720p/8gb ram in pretty close to Xiaomi Redmi note 9 / RealMe 7
Even samsung lower segment m21s or m31s with their Exy9611 is better than that Vivo.
