Ones that are able to produce the chips at high volume, low cost, and access to sensitive software (aka Open-Source Drivers). Obviously these happen once in a blue moon.

                So it's going to be (probably) many many years until we see an ARM-v9 Odroid or Pi. We likely will never get another A72, A73, A75 solution. Cortex A77 and A78 seem even less likely. However, there is some buzz around the Cortex-A76 designs, so I would expect we see a derivative of this released in Q1 2023. If you can remember that long, come back and reply to this comment to see how accurate I was of the date/specs ; )

ISA (such as ARM, X86) is the name of architecture type (such as Risc, Cisc). Which can't be customised but upgrade. Microarchitecture is the thing belongs to each ISA and it can be customised. Do some study.

                      So ARMv9 will be in 2022 CPUs. That means most flagships of 2023 will have this new chipsets. Mid-rangers of 2024 will have them too. I'm buying a new phone in two years, maybe 2023. And then the next year I'll see 30% performance upgrade in an instant. Sad.

Snapdragon currently is reference core design made by ARM. Next gen Snapdragon based of ARM9 will be all custom like Apple's.
