Even if NONE of the software support more than a single core, the OS will take care to put each of those apps on their own core and thus taking advantage of all four.
The biggest reason for quad-core in phones however I believe is down to power. You can completely turn off individual cores when not needed, which is a far bigger power saving than just reducing their clock rate.
So when just sat starting at a web page or in standby, you will only have a single core running at a slow rate.

the only thing it needed was a better gpu(really the PowerVR SGX540 is seriously outdated) and a slightly better cpu

Google needs to go back to basics, purity and revolutionary designs. Things Google needs to implement in their next Nexus line.
1- Keep the name simple, just use "Nexus" with a number, preferably "Nexus 2" this would follow up with the original Nexus 1. Every other Nexus line after the Original Nexus one was named with Galaxy Nexus "S" or Galaxy Nexus.
2- Keep the hardware design and material new, solid, no copy cat designs and away from doll grey color and cheap plastics.
3-Don't compete with tablet size screens, keep the screen size for Nexus phone under 4.5 inch and put the emphasis on the battery size to keep up with the higher speed CPU and screens up to 4.5 inches. I don't need to carry a tablet size phone in my front or back pocket. If I want a tablet I will buy one.

I don't think this will be the next Nexus phone because the naming of the software version is consistent with Samsung phones.

Current software and operating systems does not take full advantage of a quad core.. not even on desktops. So, I reckon a dual core is just enough for a couple of years more..

The only phone in the range nexus range as built by Samsung with decent build quality is Samsung Galaxy Nexus. The remainder of Samsung's recent phones are sub standard. So may be a pass if built by Samsung

Not a real update. Just some improvements over Galaxy Nexus. I'm not interested in this phone at all! I want a real Nexus device with bigger battery > 2500mAh, better camera and maybe a quadcore CPU (not that important but with a better implemetation like A15). Maybe a Motorola Nexus will be better - based on Razr Maxx HD.

I had every nexus device except the Nexus 7 but if the rumour of the HTC nexus device is true, HTC will blow everything out of the water

I never owned the Galaxy nexus because the Nexus S scratched very easy. The nexus S looked like Cheap plastic but the built quality was one of the best.
