all phone updates are dependant on netowrk carrier not the phone compnay itself, they release the updatet to the networks who then have to test with there netowrk software settings and all before they release it thats why one carrier may have it before another, depends on how long it takes for the phone network to test it and approve it for there network

I did upgrade my 1x over the air in Taiwan, its only 4.1.1 sense4+ quite smooth UI. But RAM in task manager became 1G instead of 2G as before.
