You get a discounted device in exchange for agreeing to use a specific cellphone service for a period of time (24 months is typical in the US). None of this should be surprising to anyone. Like...they think google released the phone at a set price and then 2 days later were like "You know what? Just pay me less than half price, really slowly, and we'll call it good"? Side note - they're offering the same deal to their current subscribers $9/mo for 24mo, which I imagine helps with retention.

We have the same thing here in the UK for certain 12 months contracts particularly with O2 where they separate phone cost from data cost. You can also opt for paying the entire contract once you sign on so it's not really a fine print kind of contract. It's clearly stated on the website

Looks like call and data charges are charged separately so you still have to pay for a cell plan on their Fi network, however much that costs.
