But then again, very few apps have 120Hz or higher refresh rate support in the first place. I only see a lot with mobile gaming apps.

The video clearly sho... moreBoth phones use a VRR panel hence refresh rate changes during scrolling, meaning it is impossible to deduce at which exact refresh rate they are running at without an on-screen fps counter (Hence his "simple math" for S21 Ultra was also off - it should be capped at 120Hz but his calculated number shows 144Hz).
It might be simply that iPhone lumps up refresh rate less aggressively than Galaxy and takes more time to reach 120Hz from 10Hz, or due to whatever the "bug" Apple has already confirmed to exist in the OS. Just wait until they push out the update and see how it goes.

I wonder if the touch-sampling-rate of these iPhone 13 Pro line-up is now doubled from 120hz to 240hz since they both have 120hz display refresh rate... It could be higher like on most newest Android phones, this year 2021, which have 360hz upto 720hz touch sampling rate.

Pretty sure it has nothing to do with App developers since it's the system UI itself.
