People even brag how Galaxy S21 Ultra has same/better panels yet all I could find was everything running at 60Hz when still and jumps to 120Hz when scrolling. No sight of 10Hz.

The A15 much like it's precessor are very well optimized and iOS deals with up and down throttling really well.
OneUI's optimization is laughable compared to that of iOS and that's coming from someone who uses the latest flagship as his daily driver.

All other phones are either stuck at 60Hz when no motion or they jump to 120Hz when scrolling. But for the most part they are just entirely locked at 60 or 120Hz. And they run at 48Hz for some reason when 24fps videos are playing. ProMotion displays actually run at just 10Hz when display isn't moving and scale through 60Hz up to 120Hz. 24fps movies are played at 24Hz.

In 2-3 years apps become more and more demanding and these load bursts last longer, also the batterygate kicks in, causing the device to throttle and thus effectively making it much slower than the new Iphone. Throttling is apples biggest ally.
