The claim referring to Android 11 Go Edition is certainly false. This slimmed-down Android 11 build was optimized abd configured specifically for devices with 2 GB RAM or less. Wity the Moto E40 having an octa-core 1.8 GHz processor, 4 GB RAM and 64 GB internal storage, Android 11 Go Edition will not even be considered.

Why would Motorola include 5G on a low-end smartphone series device? If this were a flagship or even a solid mid-range device, I could certainly agree with you. But we are talking about Motorola's premiere budget series. Because of its infancy,, 5G wireless is extremely overrated right now. I have 5G mmWave on a Galaxy S21 Ultra 5G abd I keep it disabled half the time to opt instead for LTE-A, which provides pretty much the same down/uplink speeds as mmWave 5G. In any event, LTE-A has a much larger footprint. If you want 5G from Motorola, don't look to many of its budget smartphones.

This has been the case on budget mid-range and flagship devices alike. Which device are you referring to that did not receive a fair share of OTAs?

        Another Motorola phone we don't need. With 5G becoming more prevalent there is no excuse for producing 'new' phone models that lack the connectivity at whatever price point.

              Motorola are ridiculous. They release same models with different model codes or names in limited countries. They do not upgrade the Android version on any models.
              The different versions are superceded in a few months by similar models and the cycle starts over.
              I will never buy another Motorola.
