Laptops, and their APUs, aren't that powerful vs smartphones as far as graphics performance goes. Can they run old games like GTA IV and V? Yes, they can.
GTA IV demanded only 256 MB VRAM to run. Even cards like NVIDIA 7900+ and ATI X1900+ could run it. Obviously for higher performance a 512MB was recommended, but still no more demanding than cards older than the GTX-lineup, like the 8*000-series from nVidia, could run it at high performance 13 years ago.
The RAM requirements were also low, so most smartphones today have plenty of RAM and RAM to spare as VRAM for the GPU seeing as it's shared. Not to mention just how much faster the RAM of smartphones is (LPDDR5).
However, I'm sure Rockstar wants to make profits for remastered I , II and III first. Then IV at a later stage when even budget phones can run it at decent settings. A typical budget phone (SD720/30 with 3-4 GB RAM) would probably not run it very well, depending on how well the port is done. Also, GTA IV was so boring compared to it's predecessors.
I, for one, am very curious how they will remaster I and II. Will they keep the birds eye view?
GTA III I've had on android since my RAZR XT910 and obviously on newer phones it could run on even higher/max settings and resolution. So how much better graphics will it get, and will it take away from the style of the game?

Basic economics: Supply and demand. Rockstar would not be doing this if there wasn’t demand for it in the market. We love to demonize corporations, but truth-be-told, most of us are excited for this remastered trilogy.

if they just take the ps2 versions upscaled them and make them 60fps, that would be enough, but they will probably try modernizing and ruin them

GTA V was released in 2013, so it's been 8 yea... moreI'm ignoring the rest of your comment and focusing on the part where you mentioned that there were 7 years between the release of gta 3 and 4. vice city was released on 2002, one year after the release of gta 3 and it was followed followed by San Andreas in 2004, so the difference between gta 4 and the previous mainstream title is down to 4. Aside from those, gta vcs (vice city stories) and lcs (liberty city stories) was released in between sa and 4 but you could argue that the creation of both would have been much easier since they are basically gta VC's and 3's spin-offs. As a side-note, GTA chinatown wars was released between gta 4 and 5 but it was quite small and probably had its models from previous titles. Oh yeah and gta 4 used a modified version of gta 3's map so saved design time I guess..

People have been asking for this for YEARS so I guess these money hungry jerks must listen to their fanbase.

But I understand why they're doing it. GTA V still makes them tens of millions of dollars every month from the online game even to this day. There's no need for a new one, yet, in their mind.

But you totally forgot that between GTA 3 and 4, there were Vice City, San Andreas, Liberty City Stories, Vice City Stories. Between 4 and 5, there was The Lost & Damned, The Ballard of Gay Tony, which were granted mods of GTA4, but also Chinatown Wars, plus GTA 4 and 5 were apart for 5 years time only, not much.
Guess what? The next news is we'll have GTA 5: Expanded & Enhanced in 2022. Talk about milking the last drop.
After GTA 5, nothing quite significant happened, except GTA Online which is the cash cow I was talking about.. and you yourself mentioned this in your last line, of course.

So Gta SA took 3 years to make, and then gta 4 took 4 years and came in 2008, then gta 5 took 5 years and came in 2013. Since then there have been like almost 9 years, and no news of gta 6 or even the trailer. Even if they drop the trailer by 2023, I don't see the game coming by 2 years after that. Thats whole 12+ years dude

There was 7 years between GTA III and GTA IV (2001 and 2008), and 5 years between IV and V. Considering how much more expansive the game has become with each iteration, and how much more difficult it is to develop games these days, this seems reasonable. Besides, delaying the release as much as possible makes a lot of sense, it builds hype, and allows you to keep making money from your existing platform. People tend to forget that all these companies only care about how much they make. No one cares about the users.

You're just creating the best possible game, not planning a mars trip. Why 10 years? A big factor is the team size which comes with money. 10 years is more than enough for any game size if you have the money, and clearly, R* has money for now.
