There is no "X is more guilty thank Y" - for anyone not living in either of those countries, it doesn't matter which of the two ends up spying on users, the spying will still happen one way or another.
What matters is that Huawei were offering really impressive hardware at really low prices, which was great for people on lower budgets, so instead of offering a non-Chinese competitive alternative to Huawei's offerings, they literally screwed over the end-users that don't have infinite budget for a $1000 phone.
