S21 FE launched at the same time as S22 is not a problem. The average consumer will perceive S21 FE to be S21 series (older series), if they wanted S21 they would have already buy one. And they will perceive S22 as brand new, so they have reason to buy it.
The reason for releasing FE so late is simple, the reason you didn't buy S21 is either because (1) you can't afford price of S21 or (2) you don't like S21.
If your reason is (1), then you can't afford S22 either, so you have no demand for S22, so you buying the FE phone is not an alternative to you buying S22 (bad for Samsung if you buy FE instead of S22), rather it would be an alternative to you buying a cheaper A series or even other companies' phones (good for Samsung if you buy FE instead of A-series/Xiaomi etc).
If your reason is (2), then probably you won't like S21 FE either because it has same design as S21 (most consumers like/dislike is based on the design of the phone not specs), so you don't have demand for S22. Same logic once again.
This is just what I guess.

devices compared to Xiaomi.

Why would you keep bringing out the same phone over and over again are you gone insane! People are telling you we want high res audio with a headphone jack and we want a SD card slot and wireless charging ! Only like 4 countries in the world have unlimited mobile data. We want to store our music on SD card FFS wake up and stop making 50 different phones that all have something missing sick of the BS
