        Above 60Hz it is high refresh rate, regardless if the display is fully locked at 120, can switch between 60 and 120, can go on many steps or can do any from 1 to 120.

        In fact, computer monitors by default only have some resolution and refresh rate presets, which is why FreeSync and GSync exist, to allow having variable refresh rate synchronized with the content.
        But those aren't required to call the display high refresh rate, the same apply to any display.

          True highfresh rate is required one that goes from 1-120Hz.

          And not in steps like 1,10,30,60,90,120 like recently revealed mi 12 pro
