It's just one of their major investors who thinks banning an entire country is good cause his investment started losing a miniscule of revenue cause people actually started buying functional phones instead of gimmicks.

Also, haven't seen it mentioned yet that Yangtze is a perpetual contender on various sanctions lists, so Apple may be preempted by these if this deal goes through and gets much attention.
