When you start to go through the process walk in seems to be an option after all. At least in my area. However I have not been able to complete it yet so don't know if choosing walk in will force you into full price or not.

Because it costs space and money to keep old things around. $50 goes to logistics, repair specialists, and the marketing team that came up with this idea.

See, you could send your phone assuming it fulfills all those requirements, but then, if for some mysterious reasons it arrives damaged to Samsung Repair Center, they will tell you it doesnt meets the requirements, so you will have to pay for a full repair or hope they can sent the device back to you

OLED also damages your eyes over time due to the pwm flicker, but there is no regulation over this tech.
