The sum was seized by India. If the fraud is proven, the fine would be probably much higher than the tax they would pay from the 8 billion.
So much for the great Chinese brands selling cheap phones. Quite impossible without cheating.

Yes, this is EXTREMELY CLEARLY NOT AT ALL related to the fact that Indian and Chinese governments are in a bad relationship and India is trying to kick out Chinese companies out of its land using whatever the excuses and reasoning available.
