Just look at how Russia has been diminished to a pathetic industrial commodity looter in Ukraine to fund their failed war. China relies even more on exports than Russia. Add to that, the US is on the ground in Taiwan so they would be fighting directly with all of that, not just the "cheap" weapons the US is donating to Ukraine. It would be a short and humiliating war with decades of financial consequences for China.

Big investments by Samsung will ensure more competition for TSMC which will also keep TSMC on their toes. If they don't invest they will fall further behind and we could end up with a virtual monopoly in chip fabrication which would ultimately be bad for consumers as TSMC could basically charge what they want

Why Texas? It is drying up and chip factories use a TON of water, not to mention the power grid is separate from the US and the government of Texas refuses to upgrade, even with over a decade of warnings.
Samsung needs to go elsewhere, or this says a lot about how clueless they are.
