Seems to be available in Finland now. Downloading it now. Not sure how much better it's going to be because I use a custom launcher anyway. The security updates and camera improvements are always welcome though.

NickValok, 24 Oct 2022I don't know how many types of devices OPPO has update... moreWell my mates find x2 Pro is getting it end of this month to next month from what the Oppo representive i spoke to told me at the start of September, emailed to find out rough release dates in the UK (doesn't have the worst customer support like Samsung, they actually help) so yeah their flagships get it too 👍

Oppo Reno 4 from August 2020 doesn't get Color OS 13, even Galaxy A51 from 2019 will get Android 13/ One UI 5.
