I very much agree with most of what you said but sometimes customisation from manufacturers make a difference. However, 2GB RAM is a no go by any means especially for a power user in this day and age no matter how much the OS is skinned etc. by the manufacturer. 4GB as you said should be the minimum.
I am using a Huawei P9 Plus with 4GB RAM. I got it five years ago (November 2017) and it's still lightening fast...I'm still using the original OS it came with (Android 6.0 Marshmallow). It basically runs everything perfectly and the RAM management is perfect. I currently have 23 tabs opened in my browser while composing this with no other app running (by me at least) and there's 2.03GB RAM free. There's hardly a time it goes below 2GB and most times I will have the Browser, WhatsApp, Twitter, Instagram, YouTube and or Messenger running simultaneously. Even when it goes below 2GB it's still not way below 2GB. Upon a restart I generally get 2.8GB and there was a time when it was 2.95 & 2.98GB (fluctuating)...but that was when I didn't have much apps. Even so, I have all the apps I need now and I'm still greeting close to 3GB (2.8GB) which shows that Huawei is in a class by itself. I have compared it to other brands with the same amount of RAM and no other even came close. Samsung waste RAM as their 4GB RAM phones (S9 etc.) only shows 1.6GB RAM after a fresh boot. So as I said, sometimes the manufacturer makes a huge difference. The P9 Plus also uses a custom high-end Kirin CPU as well which can make a difference with available RAM and Huawei also introduced a new file system as well when this phone was released. Not to mention I see less processes in the Huawei smartphones compared to Samsung which I suspect makes a difference in the available RAM.
On a different note I remember testing a Huawei P6 with 2GB RAM and it had 1.6GB available after a reboot while the Samsung S5 with 2GB RAM generally had 800MB (not even 1GB) after a fresh reboot so that tells a tale.

Last time I tried to use any app on android phone with 2GB ram and low-end chip was like watching paint dry on the wall... underwater...
Maybe few years ago it was ok, but today apps lack any optimization, android it self even if smoother is still power-hungry, hi-res screens dont help with that. Its just pain to use anything that doesnt have at least 4GB ram because of still annoying android memory management and those apps that just swallow any power they can get hands on.

For Rs 7000, budget Android smartphones, with only 2gb ram & Google's lighter 'Android Go' version of Android, are only available.

That is so generic it's unbelievable, fairly sure that this wasn't made by Moto/Lenovo, but rather Wingtech or iTel or something like that.
