And a new, faster chip was already in phones being sold in December. You know this isn't gonna be a cheap phone. They have zero reason to cut corners on performance.

What phones use 2 year old chips? Are you referring to the SD870? That was used for a while in budget phones while Qualcomm was incompetent and couldn't stop sucking Samsung off with their horrible nodes. The 870 was the last good chip from Qualcomm till the 8+ Gen 1. That situation doesn't apply the 8+ Gen 1 though as the 8 Gen 2 is objectively better in every aspect.
You have to specify what phones you're referring to though.
