We don’t know how big the difference in 4K recordings will be before there are real comparisons between S22 Ultra and S23 Ultra.
But we can be sure that the 8K recording is going to be much better.
Why?
S22 Ultra uses 30.7% of the lens’ surface for 8K recording and 66.6% for 4K recording.
S23 Ultra uses 66.4% of the lens’ surface for 8K recording and 66.6% for 4K recording.
This means S23 Ultra will capture almost the same amount of light for both 4K and 8K (Edit: per Pixel still less than in case of 4K, but much more than 8K on S22 Ultra). This is a huge difference in quality.
Another important aspect: there won’t be that huge cropping anymore: both 4K and 8K would capture almost the same area.
Edit: this is also the reason for much better 8K recordings on Fold 4 compared to S22 Ultra: it uses 66.4% of the lens’ surface for 8K recording, too.

The 4K 60fps is very bad, not sharp at all.
But no Samsung phone has ever been good on that.

For normal user it is good. But don't expect superb quality. You must buy a regular decent camera and not a phone if you really want quality.
