IBIS is superior for wider focal lengths 1-2s exposure for handheld night shots like landscapes, buildings,... But for moving things like people, animals, other large movements OIS is superior especially in low light.

IBIS for wider lenses and OIS for telephoto.

Both have their strengths and weaknesses depending on the situation. So for the best image stabilization, you need both.

A1's 5ms readout, for instance, is enough for 200fps, but data bandwidth limits, cooling, etc. limits it long before the 5ms readout does.
          Moreover, even if you reach 500fps, you're still limited by the shutter speed needed for the frames in a dark scene like this.

                    Global shutter sensors are usually used by industry and security cameras.
                    They can easily burst 200,300, 500 fps ..

                    Do not expect same from GN1, GN2, imx989 that takes more than 20ms per frame, while global shutter sensors can be even 1ms.

                    Sony Alpha 1 with imx610 can do 50MP@12bit@30fps RAW files while adjusting AF/AE 120x per second. That is full frame sensor with 5ms readout. Not even close to global shutter power.

                                    Also, why not use both? Many dedicated cameras do it. It's also possible in phones. Oppo Find X5 Pro has both.
