The fines are meant to be "educational" to the corporations so they don't do that s**t again and the money from fines is often used for further privacy infrastructures and laws which EU certainly does utilize well. Usually the question is, does a company actually pay that fine in the end because most often they don't, which is why they so carelessly ignore the privacy laws, because they make tons of money from breaking them and hoarding user data.
