I guess they like competition to a certain extent and beyond that turns to the shady protection mechanism.

They know that Huawei is rising in China and can make a flagship SoC with 5G even after sanctions, this could be making China, especially Huawei, even stronger. From here it becomes increasingly clear that Huawei is not a "spy" company.
