It used to be iPhoneOS with blown up Apps, but that stopped being the case almost a decade ago. They've been given faster chipsets and dedicated Apps. There were third-party accessories, but now it's baked-in to get features like the keyboard, trackpad, pen, external drives, secondary screens, etc etc.
In the past few years, we've seen the software evolve from the developer side, where they are porting their Big AAA Desktop Apps that are optimised for the iPads hardware. In short, there are "Pro Apps" in and coming to the platform. You CAN replace your laptop with an iPad depending on your use-case. For more professional work, instead of stepping up to a MacBook Pro or Windows Laptop, it makes more sense to go straight to a Desktop PC (large double monitors, big GPUs, non-throttling CPU, lots of storage and IO, legacy support etc etc).
I do not own an iPad. So I'm not biased towards it. But credit where it's due.
It seems the only reason you're in disagreement with it, is due to price. If we took a 12-inch iPad Pro (M1), gave it 16GB RAM, 1TB storage, Cellular option, the Magic Keyboard, Apple Pen 2, Fast Charger, and a Thunderbolt Smart Dock.... it comes to around USD $2,200. Again that's a great option and great experience, but the price is eye-watering. If we more than halves this package all the way down to a flat USD $999, well I don't think you would be complaining about it.

Welp Windows on ARM existed but app compatibility is still an issue though (emulation can't be a real answer for this problem, but we just need more devs to develops their apps on ARM).

Hardware aside, how do you think running a phone app that optimized for bigger screen is better than an app that already developed for big screen since day 0? I'll be honest, I don't like Windows 11 with it's bloaty and inconsistent UI, but app experience is just feels much better when you use an actual desktop OS, especially if you're a power users (welp if you just use your tablet for drawing or note taking, having a desktop OS is kinda unnecessary and overkill).

As the sales of iPad declining, we are seeing the only Tim Apple can do is make it even more expensive and adding more models to the lineup, while the software itself is not evolving. The iPad literally is turning into just a more expensive Surface Pro Clone as Apple is trying its best to convince consumers to get the expensive keyboard with it.

The iPad is the best tablet you can get, much better than any Linux, Windows, or Android tablets. Also, the iPad has the best iOS software in Apple's lineup (more features than iPhoneOS, more optimised than macOS).
If I had the space and money, here's how I would get my devices:
- Phone: AndroidOS
- Tablet: iOS
- Laptop: WindowsOS
- Desktop: Linux Distro
- Console: PlayStation
I'm not sure about the specific models or specifications, but that would be an interesting thing to research.

All they can do now is just making it into a Surface Pro clone, increasing price, and adding more SKIs to confuse customers. Meanwhile iPadOS is languishing without any clear direction.

I reckon Apple needs to simplify it's iPad range. They can do something like:
12.9 in - USD$1100 - M3 - updated 1.5 yearly - iPad Pro Ultra
11.0 in - USD $900 - M3 - updated 1.5 yearly - iPad Pro Max
9.7inch - USD $800 - M3 - updated 1.5 yearly - iPad Pro
10.9 in - USD $700 - A15 - updated 1 yearly - iPad Air
9.7inch - USD $600 - A15- updated 1 yearly - iPad
7.9inch - USD $500 - A15 - updated 1 yearly - iPad Mini
