What is better, a 4 year old design in Samsung Note 10 (compact) or OnePlus Nord 3 which is recommended here? A Note 10 can be har very cheap new today.

You could equally argue the Xiaomi 13 pro is overpriced as well for its specs in some countries. Over US$1,500 (€1,399) in Spain for example for a phone with a mediocre telephoto and ultrawide. Much cheaper phones like the iqoo12 even are much stronger for the telephoto

But as far as hardware goes i think Samsung take the edge there, software is subjective

nobody at GSMArena put Sony in it. But just imagine how it could be in the top 5 with $1000 without a telephoto, and a 1 V that is very overpriced for its specs.

I've read mixed reviews about the Phone 2's camera. The people who talk it up also acknowledge that it's inconsistent, so maybe that will be fixed in the future.
