The point is; there is no technological or economical/industrial rationale to have higher price in roaming abroad than the one paid domestically. Although, for the case of EU it is really a question: what is 'domestic' and what is 'abroad' since it is really one big country. Operators have no cost rationale for roaming pricing today as compared to domestic pricing for minutes and SMS. Cost to carry one minute is pretty much the same from operator point of view and there is no explanation why Vodafone customer the from the UK should pay roaming premium while roaming on Vodafone network in Spain. It is one same network - Vodafone. So why are roaming premiums charged? It's stupid.

Also, if they left the EU this would prob generate more tourism for the rest of Europe, taking away from the UK, since people wouldn't have to pay roaming charges elsewhere.

Also; France, Spain and Italy all rank higher than the UK

As much as I want free roaming in the EU, I doubt this will happen. Telecom providers will lose income and therefore fight this "project" all the way to the European Court of Justice. Companies are about profit maximization and not profit loss, especially in these times of crisis. If the EU Comission of DA succeed with their project, you can be sure that telecom providers will get their money through other ways in your contract/tariff. They could increase the prices of the tariffs alltogether or create high bogus fees etc. I'm quite pessimistic about this.

As long as we get lower uk taxes, and we wont be paying out £65 billion EU membership fee each year

Well its good move, obviously telecom companies might not like this coming and if they cant stop then they will at least try to delay as long as possible. However very good move which should have been taken long back, better late then never. Its pro people and EU mass will benefit. EU should not be only among politics and economics and need to mean it when people try and relate. They should start with incoming calls as free in EU.
Hope fully this replciated in other continents too...
