And all phones will always have some laggy moment just as all computers have hiccups, and all technology in general. There is no such thing as perfection. Android however does not lag that bad nor has it ever really. And Iphone has been about the same level of lag back through it's progression. People just pretend it never happens.

The Tegra 3 had an awful GPU despite the 12 core GPU and the 12 + 4 COAR = SO MUCH POWA marketing. Until Nvidia introduce Maxwell GPUs they will pretty much always be outperformed.

Each new generation brings new things and Moto X phone is rumored to have Tegra and has been said will come with a processor to handle all sensors on at all times (fift - or similar - core on tegra 4 or something would be my guess, unlesss they've made their own solution), without draining the battery + a pretty big battery. Maybe even bigger than their 3300 mAh MAXX battery.
