ios 7 all new design? im gonna wait for 7.1 coz this might have bugs or problems in some cases.

Firstly, Apple doesn't often present original innovations - they tend to take someone else's idea and make it their own. Have a look at http://m.9gag.com/gag/5195630?ref=fb.s
Second, they don't always implement flawlessly. Apple Maps anyone? And of course all the iOS updates for bug fixes (though this applies to all OS's out there)
However, what they do is implement things that are simple to use and (generally) just work without fuss. Though as a by product they tend to not allow you much customisation compared to say Android.
As for good RAM management so far, that's mainly because iOS has not offered true multi tasking to date.
I do agree, should Apple brings something truly new for iOS (like multi tasking, live icons/widgets) then I do hope they can still provide good RAM management and the same level of smoothness.
The questions are WILL THEY and CAN THEY?

I respect Apple for implementing innovator technologies way after other companies but doing that flawlessly. I respect their simple, classy design but this banners of ios 7 look like doodles! I mean, really? What's in their mind? A number "7" drawn on a white background with some randomly chosen colors? I hope ios 7 will have something new, but I also hope it will keep the good RAM management, UI priority and the smoothness of the other ios's. Can't wait to see what they will reveal !!!

Nothing but a bunch of Android fanboy comments here. I use all Apple stuff because there easy and sync up pretty nice. I have the GS4 (which lags) may I add but a brilliant bit of kit regardless. Apple make nice products, maybe not the best spec wise but the best in terms of design, integration and portability. iOS7 will step it up, Apple are not daft.
