Currently you see WP only with dual core mainly because qualcomm chips not ready for WP. Qualcomm just announced one low end quadcore chips for WP and they hinted also support for higher specd chips in immediate near future afaik.

Samsung's 'cameraphone' is mostly 'camera' and lot less phone, with an ugly plasticky shell. I think it may be able to to create a very small niche at best, but that is it.
However, Nokia seems to be creating a 'proper' cameraphone, which can do both jobs in a more compact and practical shell. So, I'd be more interested in that.
