PWM can happen on any screen, high and low quality, just like a cheap screen can have little to no PWM.
I don't have PWM issues myself, but I have had some eye strain from using the OLED Deck so I know about that.

And it's not possible to do it because regulatory doesn't allow before it did as world was chasing the space dream. ARM is for home appliances not spacecraft like x86 was.

$1100...I gotta say, that's a big "nope" in my eyes, I'd rather play at lower details on the Steam Deck - same or better (assumed) battery life and I'll have $500'ish left to spend on games to play or a fancy SD card.

But I had to send back my Steam Deck OLED and went back to LCD one because of heavy PWM issues.
Issues I don't have with my OLED phone (as long above 10% brightness)
But the Deck it's OLED is of such low quality that it caused PWM issues to me, more ironically PS Vita it's OLED didn't even cause that for me.
So if companies want to put in a cheapo OLED I rather see them use a decent IPS instead.
