2) It's not Nokia it is Windows Phone OS that doesn't support that yet. Nokia could build a Quad Core - 3GB - 1080p phone like anyone else. But the OS doesn't support it yet.

Nokia cannot produce android smartphones as they are based on poorer hardware, namely 1 GB RAM instead of 2 and processors also dual cores, not quad cores. The only thing which supports their phones is Windows OS. because this OS doen't require as much RAM and processor as Android does.
