The two things that are needed for a budget phone in this price category are a better CPU — a Unisoc Tiger T616 would be perfect here — and UFS 2.1 or UFS 2.2 storage. I would say 8GB of RAM as well, but most phones in this price category either already have it or have 6GB, which is still much better than 4GB (I'm looking at you, Motorola, stop scamming my friend who just got a Moto G14 with low RAM in the base version).
A 1080p screen would be nice to have, additionally, but not the most important of things when it could mean downgrading another part of the spec, due to the tight price envelope that the OEM/ODM has to meet.

I can understand why its very easy for users to see a budget phone and call it e-waste immediately and I myself also do this. The specs for a lot of these budget phones are not bad. I mean they give you big batteries and a 90hz screen. Things that people could only dream of about 5 years ago.
The most important part of your post was the weak CPU and this is where the problem lies.
If the CPUs for budget phones are not improving year after year then whats the point getting them when you can get a last year mid range? That's why I named myself the Snapdragon 695 hater because even though there's nothing wrong with the chip its being used in models for the past 3 years in phones which are costing £300.
The Moto G85 is disgusting and offensive this year. Curved screen, no headphone jack and a snapdragon 695. Why get this when you can get a G84 for half the price with better specs?!
Guess what I'm saying is I can understand both sides of the argument but we do need budgets with better SoCs just as you mentioned or the price should be going down which in reality they're going up!

why not use 4s gen 2? what efficiencies do they want to celebrate when using a mediatek that simply ups the resolution support? in Indonesia apart from Java, they don't like Mediatek

I miss when the Redmi range actually had really good specs for the price.
Seriously just ditch the multi camera system where the only usable sensor is the main one.
Rock that single camera look and give us a better SoC

Hmmm, no upgrade from last year. Only a design which is slightly better imo. helio G91 is literally a G85 with support for high resolution cameras, which this phone dosen't even feature. Atleast G96 or G99 should've been given.
