Raw or theoretical performance doesn't mean much. Theoretical performance doesn't directly translate to actual performance. What really matters is actual performance. Also, generally, platform owners don't actively support developers. Most developers work on their own.

The base model m4 delivers only nearly rtx 3050 mobile performance if we take blender benchmark as an example. An rtx 4060 mobile delivers 3x that performance, which can be found in a topton mini gaming pc combined with 12900h which is also faster than m4 cpu. There is also no guarantee that the m4 stays cool on prolonged loads depending on the environment. With the topton you get 3x the gpu performance in blender for just slightly more ($650-700), which for me would be an absolute no-brainer to get, instead of the m4 which doesn't even allow ram upgrades (and buying m4 with more ram comes with a hefty price increase to $800 or more).
Also, rtx 3050 laptop gpu performance was already available last year in notebooks at a similar price point, so the m4 mini is really nothing special.

How does it refute anything I said regarding the raw GPU performance?

All other components: ask in some reddit community it's too much to discuss here apparently.
Might get you a bit above 700$ but is worth it performance-wise for your specific use case (davinci free). Otherwise a 14600kf or 13400f would suffice, with an rtx 3060 ti or 4060 ti.

For gpu intensive tasks add a dedicated gpu according to individual requirements. Not everyone does gpu heavy tasks, not everyone is a video editer or 4k/8k gamer

Will be 500% more performant. Who relies on an igpu anyway when gpu performance is what someone wants/needs for their task..

I would be editing video codecs like H.264, H.265 , Apple ProRes 422 etc. I want smooth playback of videos in Da Vinci Resolve ( Free Version ) and also rendering and exporting should be fast. My budget is around 700$ and I am from India . Also I have a 2k monitor so please do not include in your suggested build.

The whole package is the most important...you have have 512 Gb of Ram if the gpu and cpu are limited...its useless

It's pretty crazy that the base Mac Mini with M4 or M4 Pro can be easily recommended to creatives who want decent performance per dollar - I wouldn't have said the same for the M2 series Mac Mini.
As someone who shoots and edits a lot of photos, the M4 Pro Mac Mini is truly attractive. There are mini PCs that offer similar levels of or better CPU performance for the same price, but they are all considerably larger, louder and not nearly as good when it comes to all the apps supporting NPU, at least for how I use my computer (Most photo editing software on Windows doesn't utilise NPU at all, for instance DxO PhotoLab still relies on GPU on Windows whereas the Mac version uses Neural Engine). 24GB of RAM would be plenty enough for my usage, and I have all the photos stored on my RAID anyway so I wouldn't feel the need to upgrade the storage from 512GB.
I would say that Apple's pricing on upgrades is pretty ridiculous, though.

M4's 10-core GPU is good 20-30% more performant than HX370's iGPU (Raedon 890M) - The former beats the latter by a decent margin in both GFXBench Aztek Ruins 4K and 3DMark Wild Life Extreme Unlimited.

Those devices are not even running macO... moreEveryone who is serious about 3d rendering will use a dedicated gpu anyway, even a $800, 3 year old laptop with rtx 3060 reaches double the speed in blender compared to m4 base model and near m4 pro level. It is really not that special. An rtx 4070 super (or even the 4080 laptop gpu) is all it needs to outperfom even the best available m4 max with 40 gpu cores in blender. I can build a pc like that for around $1000. A mac with similar specs will cost at least 4x as much.
Windows is easier anyway, if one wants to go the unix-like route, there's always linux. And maybe there's still inofficial macos images which run on x86-64 so you can build a faster hackintosh than any real mac available, for a fraction of the cost.

The amd graphics can barely do 3d renders renders and is much slower in similar applications that utilise the gpu. Only thing that it's better at is gaming and mostly because most games do not utilise metal. I even doubt it can achieve such tflops in actual use because the memory bandwidth is ridiculously small and would be a bottleneck. The cpu seems to be about the same as m4 pro ...so that could be one area it's better at. (So mainly cpu, more ram( though not as much with gpu) and storage). I'd rather build my own pc if is windows and just get a mac mini for other stuff and a console for gaming.

I don't care what it is. As long as it's not bootloader unlockable or rootable or jailbreakable, I ain't buying it and so shouldn't you. A computer or phone or tablet without root is useless.

Both 32 GB and 64 GB models blow the base model of the Apple Mac mini out of the water and provide much better value. They have 4 USB 3.2 Type-A ports and 2 HDMI 2.1 ports, by the way. The base model of the Apple Mac mini provides poor value compared to AMD mini PCs.
