    "Best" is a subjetive term. Unless gaming is all you care about, both are good opions. Of course personal preference matters too, I myself prefer Qualcomm Snapdragon but Mediatek Dimensity has its strangths in productivity apps like audio and video encoding and decoding.

For Qualcomm Snapdragon line + denotes a slightly improved variant of the SoC and 'S' for nerfed variant. 9300+ while not particularly good at emulation is on par with 8 Gen 3 and even better in certain tasks, the Vanilla 9300 was meant to compete with 8 Gen 3 and it did, 9300+ is an improved version of 9300, so I'm not sure why MediaTek is a bad choice unless emulation is important to you or you've had unforgivable experience with MediaTek Dimensity series in the past because no matter how much you dislike them, there's no denying that Mediatek SoCs have improved significantly, at least in the dimensity series, especially with TSMC making most of their chips.

Like I said before, that chip has the performance you'll need if you don't have your eyes particularly set on this year's top lineup and also don't play games via emulation (which is already a different topic in itself)

                      Realme Neo 7 is set to launch next week with a MediaTek Dimensity 9300+ chipset under the hood. Just a week ahead of the official reveal, the Chinese brand has posted official images of the handset online. The images reveal the design and colour of the Realme GT Neo 6 successor. The Realme Neo 7 appears to have a dual rear camera setup. The handset is already confirmed to pack a 7,000mAh battery.
