They could improve the cooling, but they're too lazy to do so and rather keep the same cooling solution from previous models, even though the newer chip needs more cooling. To be fair the Pro models also have bad thermals, because Apple are too stubborn to give people the choice of better temps or lower noise levels

Apple could've put an active cooling system in the MBA, and it still won't effect the MBP sales.

Prepare for even higher temps and even worse throttling. Every since the M1 thermals in the Air have declined with every new chip, to the point of hitting absurd temps. And no, Apple saying it is designed for those temps does not excuse 115°C or more under load.
