This situation bound to change in the near future. Apple, Samsung and other major players are investing in Chip Manufacturing, Display Manudfacturing and other components as well. Many of the network related chips are already being made by India for Qualcomm and others. It is just the matter of time before the entire ecosystem becomes available for the major players so that truly made in India mobiles or any equipment for that matter will be achieved. Already, manufacturing is taking big leap in India. Present Government (which is expected to rule for another 20+ years easily) in India has a road map for establishing the ecosystem, infrastructure, skills etc…in the coming years. India missed the boat on Manufacturing but now it is trying to bridge the gap. Being a democratic country with noisy oppositions etc…it takes some time than countries where there are only one party ruling.

At the time they weren't concerned with selling devices themselves, just getting everyone and their dog to ship another flavor of Android. It wasn't until the first Pixel launched that you could buy a phone from Google in stores (as far as I remember, no carrier or retail store sold them in the US), and even then, they had a ridiculous three year exclusivity deal with Verizon, though you could still buy an unlocked model.

                      My Indian uncle (a retired Indian Air Force Wing Comm) jokes that Indians are the best bodybuilders in the world. Bodybuilders as in, all critical and high value internals are shipped in from elsewhere and just assembled in the country and then branded as "make in india"...the context of the joke is that even the fighter jets used in the country are a result of bodybuilding :D

                                  "made in India" without actually anything being made in India is a real thing. Though some parts for the iPhone are manufactured in India.

                                  You can,
                                  design a product entirely in china,
                                  make every single component in china,
                                  ship it to India using Chinese shipping,
                                  pay import duty on the components,

                                  but as long as it is assembled(Lego building) in an Indian factory it is considered "made in India", that's how shit the "made in india" standard is.

                                  It doesn't even need to be assembled in India entirely. For example, you can have a factory which assembles a small part of the device in India while most of the assembly takes place in china, and that too qualifies as made in India as long as the finished product is leaving an Indian factory.
