Vulkan is an API, just like DirectX.
The problem for SoC manufacturers is drivers and the lack of GPU hardware extensions.
The current situation regarding emulation in general in the Android OS landscape:
- Qualcomm: Elite SoC without support from the parent company and closure of documentation regarding the Adreno 830 GPU. (This means that we will never see Adreno Tools and a MESA Project for this generation of SoCs.)
- ARM-Mali-Immortalis (all OEMs using the standard ARM SoC license): lack of hardware extensions for the Vulkan reference API. (attempt via software/emulation of the missing extensions, with clear and obvious problems in terms of performance, power consumption, and overall efficiency of a SoC)
Recommended SoCs for decent emulation supported via Open Source by the MESA Project:
- Qualcomm SnapDragon 8 gen 1, 2, and 3.

And not just for those machines, but also for many current AA and AAA games.
This is surprising when you consider that the APU is only quad-core.
Not to mention the beauty of efficiency, compatibility, and Valve's support guarantee.
So, if your intention is to have a true retro console, I think that at that fair price, your “wet dreams” will come true.

Ps2 just use Vulkan, no problem there.
Mali struggle at highend Emulation, if you have cortex A78+ with Mali like D8100, 8300, 8400, 7300 etc then ps2 will play except less than 10 games which struggle even in snapdragon without drivers.
Cortex A76 with Mali can't play all games but more than half would play without issues.

MediaTek is also bad for emulation because of Mail GPU. So, only snapdragon for proper emulation.

1000 handhelds, all the same and at very high prices. (Even a Ryzen 7840/8840U is still sold at crazy prices).
Worse than Nintendo, Sony, Lenovo, and Asus combined.
Ah! Not to mention their “rivals” at GPDWIN, one of the worst in terms of build quality and after-sales service, but still at crazy high prices.

From here I understand, Android gaming doesn't have a design like this with buttons and emulators, last maybe only Sony xperia play has a design like this, In the future, there may have to be an Android design like this but with a larger screen and a size of 6.0 inches like smartphone today, Of course, with a refresh rate of 120 Hz or more.

It's not for playing modern android games. There are other more expensive handhelds for that.

Which ones are we talking about? Game Boy Color and SEGA Game Gear had a 10:9 display, PlayStation Portable had a 30:17 display, Atari Lynx had a 80:51 display, NeoGeo Pocket had a 20:19 display, and probably any TV-based console performs not well on the unit, unless Ayaneo overcame Android's shortcomings, which I doubt.

It&... moreBatocera is frontend just it was made there by default, backend is Linux, you can access desktop mode with Batocera if you put respective addons, and because it came with android doesn't mean it's going to be used as android, android will just be as backend and frontend will be for emulation, there are plenty of Ayaneo videos you can check their custom UI, lot of things from normal android have been stripped.
Even if you need to browse guides there are plenty of lightweight browser it's not like game guides need to use chrome or Firefox.
