this is probably just an experimental unit used to compare the capabilities of Windows phone OS and Android OS if both are put in the same hardware.. and units used for this purpose never appear in the market officially.. even Apple secretly have Android powered iPhones so that they can compare IOS and Android in a fair manner
so NO, there will be no Android Nokia that will be launched in the market

The UI definitely looks stunning. Development of this phone is going on in India, I guess. That's where Nokia tests their Asha phones. This is just a rumor.

Possible scenario:
1) Create an android phone and one identical (hardware) WP8 phone.
2) Make sure Android is buggy while WP8 is very well made.
3) Watch Android's reputation deteriorate as WP8 gains good rep.
4) Plan finished.
