The only difference is the design it seems. The new Note 3 has 6% smaller footprint, is 0.8mm slimmer and 20g lighter, things which do matter when you are talking about a phone of this size. The new back cover is also there, which is a good addition. I think these things are worth the premium, as long as the premium is reasonable (say, upto 10%).
I have no major complaints with leaving the specs untouched, because I think they were pretty well-balanced and there was no dire need to upgrade any component.

Better to go for note 2. Because there will be a sliding in the price of note 2 soon after the launch of neo. As per news sammy will not make much difference in the price matter.

What is the difference between this phone and note 2?? Its a repacked note 2 in note3 shell.. The 1.6ghz quad core is cortex A9 for sure...

The idea of a cheaper Note seems good...But making such a cpu to do so seems like more hassle than needed...Plus there is the Note 2 anyway.
