Microsoft lets you share apps between WP8.1 and W8.1

This way, you don't have to buy an app twice to use it on Windows 8.1 and Windows Phone 8.1.

                        Sounds good, but you still have to target the hardware with lowest common denominator.

                        For example if you make universal game for both PC and WP, then you have to design your game with regards to Windows Phone hardware. From there you can let the game scale up automatically when run on PC.

                        The reverse is not true. You cannot make app/game for PC and hoping it will run smoothly on WP.
