Android 4.4.3 Force Update Procedure found :
Disable Google Services Framework and Restart the Phone...now clear cache and Enable the framework and check for the Update.....!!

I received the update in the morning. The dialer was new but was buggy. The dialing keypad would never open on the first press and I had to go back 2-3 times to get it open again. How lame!
However I see more free RAM and I guess RAM usage has been optimized.
