I got this update last night on my NEXUS 4, in Bosnia ...
As I noticed there is new Phone application with new interface and Camera focus is really better and faster :)

Updated to 4.4.3 today morning. Except for the dialler nothing seems to have changed much at least in appearance.

I have tried this GSF thing but didn't work for me. Tried restarting and enabling it again. Got the some errors stating service stopped unexpectedly though.

this is how i got my update on my NEXUS 5 in Bangalore, India!
1)go to settings-apps-all-Google services Framework.
2)disable and then force stop, clear cache and data !
3)restart the phone!
notification will come to download or go to settings and check update.
my nexus 5 got its update today!

Without doing any gsfm option got 4.4.3 on nexus 5 as well as nexus 4.
Its 90 MB update for Nexus 5 & 79MB for Nexus 4.
Be Patient & Wait till pop up flash for OTA
