This is how I updated my Nexus 5 and Nexus 7 (2013) devices.
Goto Settings > Apps > All
Scroll to Google Services Framework (GSF)
Select GSF and then disable it and reboot your Nexus device.
Once rebooted goto Settings > Apps > All
Scroll again to GSF and clear the cache.
Reenable GSF and the device should tell you a system update is available in the notifications. Download, install and enjoy.

Just clear data and cache of Google service framework from all app setting menu. And click check now button in software update you will get the ota update. It may take 2 to 3 times.
