Well you can try applock from the play store. It can lock any app of your choice including contacts and the dial pad

Hope they fix that slow camera app which takes it tame to take a pic and then directly opens gallery. ....why?

Can I put a lock or put a password on my apps and contacts list? But still make phone calls without able to access contacts list?
Only so that my family can use my phone without having access to my personal stuff on phone
