Take a good look at Nokia X30 and XR21, do they look like budget phones to you? Yes, Nokia doesn't have a flagship phone for now, but it does not mean there isn't one in the development. Once they make up some money they will release a flagship.

                  My comment will be off topic. I wonder, why on Earth the original Nokia doesn't come back to make phones? Because as far as I know, that deal what Stephen Elop made like 10 years ago is no longer valid. HMD is not the real Nokia, and they are making only budget phones. I would like to see the original Nokia back to business!
