Click on that, and you'll see all the icons getting animated, with a red cross attached to them. Press and hold the icon of your choice until it starts to move in accordance with your finger, and then you can easily place it in any vacant position between other icons, in other menu pages also, by hovering it correctly. After you are finished, just click on the same tile again, the one you began with. Voila!

The API changed in 2.2 to put a stop to these dangerous task managers, When you use a task manager from Froyo onwards, the task is told to restart, not stop completely. The only way to force close an app (and you should only do this if it is misbehaving or is consuming CPU cycles), is by going to Settings-Applications-Manage Applications-Running, then you can close the app from there.
