The A53 cores by virtue of being ARMv8 will still provide substantial performance gains even though the device is running a 32-bit OS. This exactly mirrored how the PC industry did things for years before the mass migration to Windows 7. Before that happened, everyone was running Windows XP which is a 32-bit OS and people still ran it on 64-bit hardware.
For a budget device, losing out on 64-bit isn't a big deal anyways, the underlying A53 will still being substantial performance improvements even at 32-bit.

Looks like they are shying away from their own in-house SoCs to get in the trend of cheaper phones and for a popularly abundant Mediatek. Does this mean Mediatek's SoCs cost cheaper than Huawei's HiSilicon Kirins? Wouldn't Huawei be much better off without those Mediatek licensing/taxes or some sort?
